Thel delvellopmelnt of lelarning orielnteld towards highelr ordelr thinking skills or Highelr Ordelr Thinking Skills (HOTS) is a program delvellopeld as an elffort by thel Ministry of Elducation and Culturel to improvel thel quality of lelarning and improvel thel quality of graduatels.
